The Threat
All electrical equipment gives off signals. Terrorists and other adversaries can collect these signals and glean sensitive information without being detected. This vulnerability exists regardless of any data encryption or network security measures. Here's a reasonable scenario.

Members of a terrorist cell operate simple eavesdropping equipment from inside a minivan parked outside of the FBI field office in Chicago. Without being detected, the adversaries are able to gather antiterrorism information from the PC of a task force agent who diligently closes the window blinds before reading classified reports. The FBI is baffled at how the terrorists remain one step ahead of the government.
